Annual Reporting

In accordance with the Service Level Agreement for Public Library Services 2014-2018 (SLA) each Queensland Council is required to submit annual statistical data detailing the performance of its library service over the 2017-18 financial year, as well as a self-assessment of Councils performance in relation to Councils’ Obligations as detailed in the SLA.

What needs to be completed

There are three documents that need to be completed and returned to State Library of Queensland on or before 31 August 2018. Please note that only one of each report is required per Council, NOT one per library branch.

1. Annual Statistical Return

If you have any questions about Bibliostat Collect, have misplaced the Bibliostat logon details or would like a phone tutorial, please contact Russell Varney by phone (07 3842 9047) or email Local Government Coordination.

2. Annual Obligations Report and Library Plan (formerly called the Public Library Outcomes Report)

  • This is a fillable PDF form for libraries to self-assess/confirm whether they have met their Obligations under the Service Level Agreement, and identify where the gaps are.
  • You must also provide a copy of your library’s current strategic/operational plan when you submit the Annual Obligations Report.
  • DO NOT SUBMIT THIS FORM UNTIL IT HAS BEEN APPROVED BY YOUR CEO (OR DELEGATE).
  • Download the Annual Obligations Report template

3. Certification by CEO or delegate

As some of the information that libraries supply in the Annual Statistical Return is publicly available through the Queensland Public Libraries Statistical Bulletin, we require that Council’s Chief Executive Officer (or delegate) signs-off on the data before it is submitted.

How to submit the documents

The Annual Statistical Return and the Annual Obligations Report (formerly called the Public Library Outcomes Report) should be submitted to your CEO with a copy of the Certification by CEO for checking before being submitted to State Library. Once your CEO has confirmed that the data is correct they must sign the Certification by CEO or delegate.

The Annual Statistical Return can then be submitted via Bibliostat Collect, and a copy of the the Annual Obligations Report and Certification by CEO or delegate can be emailed to the Local Government Coordination team: lgc@slq.qld.gov.au.   When returning the Annual Obligations Report by email please remember to attach the file directly from your computer. Do not submit a scanned copy as this will remove the formatting required by State Library to extract the data from the report.

Please note the total size of the email must not exceed 10GB as emails larger than this will not be accepted by our servers.

Annual statistical bulletins

The annual Queensland Public Libraries Statistical Bulletin provides valuable information about Local Government libraries in Queensland. The data provides for state-wide benchmarking across key indicators and can be used for Local Government reports, funding submissions and to benchmark Queensland library services with library services in other states.

Complete or partial files can be supplied on request for 2000-2001 through to 2004-2005.

Please note some files may take longer to download over slower connections. If you would prefer to receive a printed copy of any of these bulletins, or have individual files emailed to you, please contact us on (07) 3840 9047.
